Guishe Renewable Substation: 25th Public Construction Golden Quality Awards (Year 114), Star Energy Corporation Wins Excellence Award in Building Engineering Category.

On January 21, 2026, the 25th Public Construction Golden Quality Awards ceremony was held at the CPC Building in Taipei. Taiwan’s Public Construction Commission (PCC, 工程會) noted that among more than 40,000 public works projects currently underway nationwide, only those rigorously selected through a three-tier quality control process and recommended by the competent authorities were eligible to compete for this prestigious award.
In 2025, Star Energy Corporation (SEC, 星能) received the Excellence Award in the Building Engineering Category for its project, Guishe Primary Distribution Substation (R/S) New Construction Civil Works Design-Build Project (Guishe R/S, 貴舍R/S). The Company extends its sincere appreciation to the project owner, Taiwan Power Company (TPC, 台電), the supervision consultant, CECI Engineering Consultants, Inc., (CECI, 台灣世曦) and all partnering contractors for their steadfast support and collaboration.
As Taiwan’s first Taipower substation design-build project to adopt a comprehensive precast building system, the project took the lead in 2022 in addressing two long-standing challenges: chronic labor shortages and delays in power infrastructure development. The strategic adoption of a full precast structural system(columns, beams, slabs, and exterior walls) effectively overcame construction bottlenecks. Led by SEC, the project brought together a Golden Team comprising Ruentex Engineering & Construction Co., Ltd., (Ruentex, 潤弘精密), a leading specialist in precast construction, and C. Y. Chang Architect & Associates (CYC, 張仲怡建築師事務所), a pioneer in precast design for substation facilities.
With no prior TPC precedent for a fully precast substation structure, the project required extensive coordination and technical validation to address concerns regarding constructability, material performance, and long-term durability. Through systematic planning across the design, production, and erection phases, the team successfully secured owner confidence and delivered the project to completion.
Building on this achievement, Star Energy remains committed to advancing Taiwan’s power infrastructure by shortening construction schedules, elevating engineering quality, promoting industrial modernization, supporting net-zero initiatives, and minimizing environmental impact.
